Renting Out Your Home in Almere: 2026 Landlord Guide

Last updated: October 2026 · Written by Erdal Aydın, founder of Amsterdam Property Renting

Short answer: Almere follows the national rules (points system, open-ended contracts, fair tenant selection), but its buy-to-let protection reaches further than in most cities. If you bought your home after 24 May 2022 and its WOZ value is €470,000 or less, you need a rental permit for the first four years. With an average WOZ value of €429,000, that covers most homes in Almere. The city also enforces landlord rules with fixed fines, for example €7,500 for charging more than the legal maximum rent.

What this means for you: rents per m² are lower than in Amsterdam, but homes in Almere are usually larger, so monthly rents are competitive. Rents rose sharply in 2025, and the city keeps growing.

Who rents in Almere?

  • Commuters: about half of working residents in the Almere-Lelystad region work outside the region, many of them in Amsterdam. From Almere Centrum it is roughly 21 minutes by train to Amsterdam Centraal, 28 minutes to Schiphol and 44 minutes to Utrecht Centraal.
  • Families looking for space: more square metres and gardens for the price of a smaller Amsterdam apartment.
  • Workers in growing sectors: healthcare, construction and retail are the region’s largest employers, and construction is growing fastest.

Almere has room for at least 60,000 new homes in the coming decades. The first phase of the new Pampus district (7,500 homes) has national support, with the first homes planned for around 2030.

Almere rules every landlord should know

1. Opkoopbescherming: a permit in the first four years

Buy-to-let protection applies to the whole of Almere, including Oosterwold. If your home’s WOZ value is €470,000 or less (2026) and you bought it after 24 May 2022, you may only rent it out with a permit during the first four years after the purchase was registered.

As a private owner you can get the permit in two situations:

  • You rent the home to a family member in the first or second degree.
  • You have lived in the home yourself for at least a year. You can then rent it out for up to 12 months, but never to tourists.

The permit costs €341 and the municipality decides within six weeks. Renting out without a permit can lead to a fine of €25,750, and €103,000 for a repeat offence.

2. Fixed fines for breaking landlord rules

Since 2025, Almere enforces the Good Landlordship Act and the Affordable Rent Act with a clear policy: first a conversation, then an order with a penalty, then a fine and publication. Examples of fines:

ViolationOne homeTwo or more homes
Rent above the legal maximum€7,500€15,000
Deposit higher than allowed€5,000€10,000
No written rental contract€1,000€5,000

Repeat offences are fined at 200%. Tenants can report problems to a free, anonymous reporting point.

3. Renting rooms and splitting a home

Renting to one or two lodgers in a home you live in yourself does not need a permit. For renting rooms to more people, or for splitting a home into several homes, check with the municipality before you start: Almere’s policy sets strict conditions, such as minimum sizes for each new home.

4. Social-rent homes

A home rented below the social rent limit (€932.93 in 2026) normally needs a housing permit for the tenant. Private owners who rent out no more than 15 homes are exempt.

5. Coming in 2027: a tax on empty homes

Almere has announced a vacancy tax from 1 January 2027: €2,000 a year for a home that has been empty for more than a year. If you are keeping a home empty, now is a good moment to decide whether to rent it out.

National rules that also apply

  • Points decide the maximum rent: up to 143 points is social rent (max. €932.93), 144 to 186 points is mid-rent (max. €1,228.07), and 187 points or more is the free sector (2026 limits). Because Almere homes are often larger, many score more points than owners expect.
  • Open-ended contracts are the rule: temporary contracts are only possible in limited cases.
  • Fair tenant selection: written criteria for every applicant, a deposit of at most two months’ basic rent, and no discriminatory requirements.
