Renting Out Your Home in Hoofddorp: 2026 Landlord Guide
Last updated: October 2026 · Written by Erdal Aydın, founder of Amsterdam Property Renting
Short answer: Hoofddorp is part of the municipality of Haarlemmermeer. The national rules apply (points system, open-ended contracts, fair tenant selection), plus local ones. If you bought your home on or after 1 April 2023 and its WOZ value is below the local limit, you need a rental permit for the first four years. Splitting a home and holiday rental have their own conditions. Demand is high: free-sector rents per m² in Hoofddorp rose 13.4% in a year, one of the largest increases in the Netherlands.

The Hoofddorp rental market in 2026
| Indicator | Hoofddorp / Haarlemmermeer | Comparison |
|---|---|---|
| Change in free-sector rent per m² (Q3 2026, year on year) | +13.4% | Netherlands +4.4% |
| Average free-sector rent, province of Noord-Holland (Q3 2026) | – | €25.44 per m² |
| Average WOZ value, Haarlemmermeer (2026) | €542,000 (+8.6%) | Netherlands €439,000 |
Part of the rent increase comes from smaller homes being rented out, but the trend is clear: there are fewer rental homes on offer nationally, and Hoofddorp’s location keeps demand high.
Who rents in Hoofddorp?
- People who work at or around Schiphol: the airport is about four minutes away by train, and the area is home to headquarters and offices in aviation, logistics, ICT and consulting. Companies such as L’Oréal, Danone, Basic-Fit and NH Hotel Group have offices in Hoofddorp.
- Data centre and construction teams: several large data centres are being built at Schiphol-Rijk and Rozenburg, bringing engineers and project crews to the area.
- Commuters to Amsterdam and The Hague: Amsterdam is about 12 minutes by train and The Hague about 35 minutes. The Zuidtangent bus line connects Haarlem, Hoofddorp, Schiphol and Amsterdam.
- International families: Hoofddorp has international primary schools and quieter, greener neighbourhoods such as Floriande, Overbos and Toolenburg.
The city is also growing. In the Hyde Park district, about 4,000 homes are planned, and more than 2,000 are already finished or under construction.
Haarlemmermeer rules every landlord should know
1. Opkoopbescherming: a permit in the first four years
Buy-to-let protection applies throughout Haarlemmermeer, including Hoofddorp, Nieuw-Vennep and Badhoevedorp. It covers homes bought on or after 1 April 2023 with a WOZ value below the local limit (€499,000 in 2024; the limit is updated every year). For four years after the purchase, you may only rent out such a home with a permit.
The permit is granted in a few situations, for example:
- You rent the home to a family member in the first or second degree.
- You have lived in the home yourself for at least 12 months and rent it out for up to 12 months.
Renting out without a permit can lead to a fine of €22,500. The municipality has said the protection stays in place for now, pending a national evaluation in 2027.
2. Renting rooms and splitting a home
In a single-family home you can rent out up to two rooms to lodgers while you live there yourself. A home may otherwise be occupied by one household only. Splitting a home into several homes needs a planning permit: the original home must be at least 120 m², it can be split into at most three homes, there must be enough parking, and homes in Schiphol’s strictest noise zone are excluded.
3. Holiday rental
Renting your own home to tourists is only allowed within strict limits, including registration with the municipality, a maximum number of nights per year and a maximum number of guests. Tourist tax applies. Haarlemmermeer is updating these rules in 2026, so check the current conditions before you start.
4. Complaints about landlords
Tenants can report problems under the Good Landlordship Act to the municipality, which investigates and responds within eight weeks. Disputes about rent or service costs go to the Huurcommissie.

National rules that also apply
- Points decide the maximum rent: up to 143 points is social rent (max. €932.93), 144 to 186 points is mid-rent (max. €1,228.07), and 187 points or more is the free sector (2026 limits). With WOZ values above the national average, many Hoofddorp homes score well.
- Open-ended contracts are the rule: temporary contracts are only possible in limited cases, such as the diplomatic clause.
- Fair tenant selection: written criteria for every applicant, a deposit of at most two months’ basic rent, and no discriminatory requirements.
